How a tender moves

Seven steps, each on a public record.

  1. Need and approval

A department says what it needs and why, with an estimate and the grant that pays. An approver who did not write it signs it off, on the record.

  2. Advertised

The tender is published here for everyone at once: what is bought, how bids are judged, and when bidding closes, to the minute.

  3. Questions and answers

Firms ask questions privately. Every answer is released to every firm at the same moment, so nobody knows more than anybody else.

  4. Bids received, sealed

Each bid is locked on the firm's own computer before it is sent. Nobody, including the office, can read one before the opening.

  5. Evaluation

A panel with no conflicts scores each bid against the published criteria, each evaluator alone. The ranking is worked out in code, from the locked scores, with every step shown.

  6. Contract awarded

The award goes to the bid ranked first. Every bidder is told, each firm sees how its own bid scored, and anyone may complain before the contract is signed.

  7. Contract signed

The supplier signs first, then the office, on a contract both have read word for word. Deliveries, payments and changes stay on the same public record.

Sealed until closing

No single person can open a bid. It takes enough of the key holders, together, at the published time.

  • Key holder 1, not yet presented
  • Key holder 2, not yet presented
  • Key holder 3, not yet presented

Check it yourself

Every bid gets a receipt code. After the opening, anyone can look it up in the published record. Try one:

This is sample data. The real check is on the verify page.

How AI is used here

  • It reads certificates and accounts so firms type less, and shows the page it read.
  • It drafts and points; it never scores a bid, ranks firms or decides an award.
  • Every ranking is worked out in code from the panel's locked scores, with each step shown.

What the system does

Reads documents, checks dates and arithmetic, drafts summaries and reports from the record, and flags patterns worth a second look.

What people decide

Whether a bid is responsive, every score, the award, every complaint, and what any flag means. Each decision carries a name and a reason.

For firms

  • Register once, and keep your compliance documents in one place, with their expiry dates.
  • See before you bid whether you hold everything a tender asks for.
  • Follow tenders, and hear about answers and changes the moment they go to every firm.
  • Bid online, sealed on your own computer, with a receipt you can check.
