How a tender moves
- Need and approval. A department says what it needs and why; an approver who did not write it signs it off.
- Advertised. The tender is published for everyone at once, with how bids are judged and when bidding closes.
- Questions and answers. Every answer is released to every firm at the same moment.
- Bids received, sealed. Bids are locked on the firm's own computer; nobody can read one before the opening.
- Evaluation. A panel with no conflicts scores each bid alone; the ranking is worked out in code.
- Contract awarded. Every bidder is told, each firm sees its own scores, and anyone may complain before signing.
- Contract signed. The supplier signs, then the office; deliveries and payments stay on the record.
Bids are sealed until closing and opened by several key holders together. Every bid has a receipt anyone can check.
